PLuTO: Patent Language Translations Online
PLuTO: Patent Language Translations Online, a 3-year (Mar 2010 – Feb 2013) EU-FP7-funded PSP, comprises 2 academic partners (IRF (Vienna), CNGL) and 2 industrial partners (ESTeam (Sweden), WON (Holland)).
The problem addressed by this project is the increase, in a large number of countries, of IP protection activities, particularly related to patents (applications, oppositions, and infringement lawsuits). This is due to several causes:
- The need of businesses to operate and/or protect intellectual property in several jurisdictions in the context of a single market covering several nations and a globalized economy
- The increased percentage represented by intangible assets (namely, IP assets) in the total worth of a company.
This increase of IP related activities results in an increased and urgent need of tools to cross language barriers, as language differences are no excuse in cases of infringement. In this context, the major risk for an SME is that it will invest all its resources to enter a particular market, only to discover later that a competitor has a patent in that market. The result: blocking out of that market, loss of investments or payment of IPR fees to the patent owner, acquisition by the competitor under unfavourable conditions or even bankruptcy.
Linguistic barriers are particularly hard to overcome in the context of patents due to their specific language: both technical and legal at the same time. Also, the multi-national distribution of patent sources adds additional difficulties because the user needs to identify and connect to different data sources in multiple languages.
PLuTO aims to overcome these barriers by providing an integrated, online translation tool, where several human experts (technical, legal, consultants) can take advantage of existing web-content and state-of-the-art, data-driven and adaptable machine translation tools to collaboratively select and translate patents.
PLuTO will demonstrate the integration, customizations and validation of software components and online data, and will showcase MT for citizens and business, by creating, distributing and re-using automated and manually annotated translations.
